Layout: Pre-footer CTA
A call to action banner that sits just above the site footer and used to direct users to take additional actions

This layout has two columns, typically the left-hand column is used for a rich text field while the right-hand column is used for the call to action buttons.
Layout options

| Section background colour | Change the background colour of the banner, by default it is transparent | Blue dark |
| Text colour | Font color | White |
| Padding top | Space between the top of the section and the inside component. Unset by default, if you apply a Section background colour it will add 60px padding-top | 45px |
| Padding bottom | Space between the bottom of the section and the inside component. Unset by default, if you apply a Section background colour it will add 60px padding-bottom | 45px |
